Carmen R. Fulton retired Air Force after serving 20 years. She is currently Vice President of Successful Teens Achieving Right Solutions (STARS) from October 2007 to present. She serves on the Board of Directors and the Executive Board of the same. She is responsible for organizational development.

Prior to been appointed Vice President of STARS, she was an Air Force Recruiter for fourteen years in Air Education and Training Center, San Antonio, TX. She was responsible for the recruitment of both Officers and Enlisted Personnel; she serves as Human Resource Classification and Staffing Manager, San Antonio, TX; and Non Commission Officer in Charge of Operations, Warner Robins, GA.

Carmen is a graduate of Columbia Southern University, Orange Beach, AL. where she receive her MBA in Project Management. She also received her BS degree in Business Management, BS in Human Resource and BS in Sociology Studies, from Wayland Baptist University, San Antonio, TX. She is currently pursuing her Doctorial Degree, Doctor of Education (EdD) in Organizational Development from Argosy University, Chicago, IL.

Carmen has received several Achievement and Accommodation Medals to include a Joint Service Accommodation Medal while serving on active duty. She is a member of the Society of Human Resource Managers (SHRM), Project Management Institute (PMI), and the National Association for Female Executives (NAFE).
